In 2024, 57% of RallyFwd attendees identified lack of budget and resources as their biggest challenge for 2025, about the same as 56% one year ago. This persistent concern underlines the economic pressures at play and highlights the need for recruitment teams to focus on high-impact strategies that maximize ROI.
- Is Talent Attraction Improving?
At RallyFwd, 33% of practitioners said they can’t hire fast enough to meet their needs—a 32% decrease year over year. This was a surprising response! Attracting top talent continues to be a top priority for our community, but could this data point be a sign that recruiting teams have less concern about the economy, available labor market or their ability to build a talent pipeline? It’s worth noting that there are both new and repeat attendees at each RallyFwd, so perhaps that may account for some of the difference.

The use of artificial intelligence in Recruitment Marketing has surged. In 2024, 58% of respondents reported actively using generative AI daily or weekly, compared to 33% in 2023—a 76% increase in one year! AI is being used for tasks like process optimization, content creation, personalizing email outreach, data analysis and much more. This growing adoption shows how recruitment teams are using AI to save time, improve efficiency and enhance the candidate experience.

At RallyFwd, half of poll respondents said their budget will remain flat this year. This indicates that teams continue to operate in a resource-constrained environment, pushing them to focus on solutions that maximize efficiency. Creative fund allocation, high-ROI initiative prioritization and strategic automation use are key to overcoming this challenge.
Social Recruiting: A Core Strategy for Talent Engagement
In 2024, 90% of practitioners reported using social media to attract talent, up from 87% in 2023, and the largest number reported since we began tracking this question at RallyFwd. This steady increase shows that social media remains an indispensable tool for Recruitment Marketing, especially as an organic (non-paid) strategy. This confirms the importance of attracting an audience authentically, versus relying on paying for clicks. Recruitment teams are leveraging creative strategies to build stronger connections with candidates across social platforms like LinkedIn, Instagram and Facebook.
Building Culture: A Critical Challenge
The 2024 poll revealed that 64% of respondents believe their company culture needs a kickstart. This highlights a pressing need to enhance organizational engagement and foster cohesion, especially in remote or hybrid settings. Drawing on strategies shared by Cassandra Allen, it’s clear that building a strong culture among remote teams at fast-growing companies requires innovative approaches. From creating intentional connections to embedding values into daily practices, organizations must rethink how they define and communicate culture to both employees and candidates.

2025 could be a significant year for implementing new technology. 49% of respondents indicated plans to implement new recruitment technologies within the next year, a 70% increase from just 29% who said Yes in 2023. This jump shows a growing readiness among teams to invest in tools like automation and AI to enhance efficiency and outcomes. However, this commitment to technology adoption comes as budgets remain flat; in both the 2023 and 2024 polls, most respondents indicated their budgets are unlikely to increase. This suggests recruitment teams are reallocating funds from non-performing channels and approaches to make room for these much-needed tech investments. To succeed, teams will need to focus on solutions that deliver measurable ROI while ensuring other critical initiatives aren’t compromised.

The 2024 poll revealed a remarkable jump in AI adoption and skill development. Only 10% of respondents in 2024 reported they haven’t tried AI, a significant drop from 35% in 2023. Additionally, 58% reported using AI daily or weekly, compared to just 33% one year ago. While AI mastery remains a long-term goal, the progress is clear: the average self-assessed score rose from 4.3 in 2023 to 5.4 in 2024. However, the average score doesn’t tell the whole story. There has been a significant shift toward the top third of the skill scale—with 40% of respondents rating themselves a 7 or higher in 2024, compared to just 19% in 2023.
These results demonstrate growing confidence and integration of AI in recruitment workflows, as practitioners continue to build their skills and embrace AI-driven tools. Practitioners are actively learning and leveraging AI for tasks like automating repetitive processes, personalizing candidate engagement, and optimizing recruitment strategies. The importance of having a defined EVP was underscored in 2024, with only 36% of respondents reporting their organizations have formalized an EVP, down from 45% in 2023, which was up from 31% in 2021. This variation highlights the challenges many employers face in developing and finalizing their EVP. Recruitment marketing leaders are pushing hard to drive these initiatives, but such projects often take significant time due to the involvement of many stakeholders.
Moreover, anecdotal evidence from multiple practitioners across the Rally community suggests that many EVP projects are paused or delayed due to internal and external challenges. This underscores the need for teams to finalize their messaging or reach a “good enough” stage, as the EVP serves as the foundation for recruitment marketing content. Without a strong EVP, organizations risk losing their ability to clearly articulate what makes them unique as employers, which is critical in a competitive talent marketplace.
